Its primary objective is to increase farmers/fishermen's real income. This objective is pursued to achieve the national goals of alleviating poverty, generating productive opportunities, fostering social justices and equity and to promote sustainable economic growth
FUNCTIONAL STATEMENT The Office of the Provincial Agriculturist (OPA) was devolved from the Department of Agriculture when RA 7160 was enacted. Its mandate is derived from Article Twelve of the Local Government Code and its function from Section 17.
Formulate measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services as provided for under Section 17 of the Local Government Code
Develop plans and strategies for agricultural programs and projects within the jurisdiction and scope of the Provincial Government
Ensure the maximum assistance and access to resources of farmers, fishermen and local entrepreneurs in the production, processing and marketing of agricultural and aquacultural products
Conduct location-specific agricultural researches, disseminate information and assist in making available the appropriate technology arising out of and on basic research on crops, prevention and control of plant diseases and pest, and other agricultural matters which will maximize productivity
Lead in the establishment of provincial demonstration farms for aquaculture and marine products
Enforce rules and regulations relating to agriculture and aquaculture
Coordinate with government agencies and non-governmental organizations in the promotion of agricultural productivity through appropriate technology compatible with environmental integrity
Be in hte frontline of the delivery of basic agricultural services, particularly those needed for the survival of hte inhabitants during and in the aftermath of man-made and natural disasters and calamities
Recommended to the Sangguniang Panlalawigan and advise the Governor on all other matters relating to agriculture and aquaculture which will improve the livelihood and living conditions of the inhabitants
