ROLE AND FUNCTION
The Nueva Vizcaya Provincial Health Office (NVPHO), like any other PHO in hte country, is mandated by law as the provincial partner of the Department of Health in overseeing the implementation of all DOH Programs (listed above), even if all PHOs are already autonomous or independent from the DOH as effected by the devolution under the Local Government Code.
Primarily, PHO personnel (called program coordinators) conduct monitoring and supervision of program implementation at the municipal level, where implementers like the MHO, PHN and Midwives are being assisted by nurses from the DOH (called DOH Representatives).
These DOH Representatives report to a provincial office of the DOH called Provincial Office of the DOH called Provincial Health Team Office (PHTO-usuallly housed in the PHO) headed by a Provincial Health Team Office. Municipal Health reports channel through the PHO for consolidation before submission to the Regional Health Office as a provincial report.
Since the devolution, the PHO no longer receives supplies of medicines, drugs, medical equipment, etc. from the DOH. Only vaccines, vitamin supplementations and other items that are foreign-funded arrive for allotment to municipalities. As an effect, the provincial government has to procure all the supplies to meet the needs of is constituents.
However, by virtue of a provincial ordinance, the drugs and medicines in the PHO are being sold (at a low price) to patients to sustain its expenses. Moreover, also by virtue of the ordinance, the NVPHO now offers medical, dental, laboratory and drug testing services, also at a very low prices.
