NVPH GETS P2.3M-WORTH OF HOSPITAL EQUIPMENT
LINKAGE WITH NV ASSOCIATION OF HAWAII STRENGTHENED

An anesthesia machine worth P1.8 million pesos and fifty-thousand pesos-worth of hospital supplies were amongh the gifts brought home by the delegation of Governor Luisa Lloren Cuaresma from their recent trip to the United States.

The said equipment and supplies were donated by the Nueva Vizcaya Association of Hawaii for the Nueva Vizcaya Provincial Hospital (NVPH).

According to Dr. Edwin B. Galapon, NVPH Chief, more assistance is expected to come from the said association because of the forged partnership and linkage between the provincial government and the association.

"The trip paved the way for a better relationship with Novo Vizcayanos abroad who, in one way or another, would like to share their blessings to the people of NV."

NV ACADEMIC EXCHANGE SCHOLAR TO SPAIN:
MORE SCHOLARS SENT TO SPAIN

After the signing of the Academic Exchange Program in May 2007, the second batch of aspiring Nuevo Vizcainos from the Nueva Vizcaya State University arrived in the the Basque Country, Northern Spain on September 13, 2008. The delegation is set to study at the Universidad del Pais Vasco/Euskal Herriko Unibertsitatea (UPV/EHU) for one year.

This year’s delegation is composed of Mr. Orvile D. Hombrebueno, a BS Mathematics exchange college student, Ms. Arshiela G. Gauuan, exchange faculty member who will be taking up International Relations and Mr. Ryan P. Manuel, exchange post graduate student taking up Master Master en Biodiversidad, Funcionamiento y Gestion de Ecosistemas)

The first exchange student in UPV/EHU, Ms. Sundae Calata, is already on her second semester and is expected to return to the province early 2010.

With the opportunities being provided by the academic exchange program to deserving students, additional academic institutions in the province are anticipated to be formally included on the forthcoming official visit to the Euskadi.

VIZCAYANO COASTGUARD RECEIVES FOUR MORE AWARDS

The Novo Vizcayano coastguard who was awarded by Vice President Noli de Castro a medal for outstanding achievement in 2006 again brought home four more medals from the Philippine Coast Guard.

Lieutenant Commander Genito Basilio, a resident of Bayombong, Nueva Vizcaya and officer of the Philippine Coastguard, received four medals in the Award of the Coast Guard Merit Medal conducted last August 15 at Poro Point, San Fernando City, La Union.

Basilio received the four merit medals such as: (1) With Fourth Bronze Dolphin, (2) With First Silver Dolphin, (3) With First Bronze Dolphin after the First Silver Dolphin, and (4) With Second Bronze Dolphin after the First Silver Dolphin.

Basilio, with other coastguard officials, received the merit medal for meritorious achievement in the apprehension of three fishing vessels for violation of fishery laws.

NO SHOES AND HELMET, NO MOTORBIKE RIDE, LTO INSISTS

Regional Director Romeo Maglanque of the Land Transportation Office recently ordered all its district and extension office heads, its adjudicators and concerned personnel all over Region 02 to manually implement and enforce LTO Administrative Order 2008-015 or “rules and regulations for the use and operation of motorcycles on highways.”

The Order strictly covers the compulsory registration of motorcycles and scooters, use of number plates, updating of driver’s license, driving speed limit, limitation of backrider and cargo load, wearing of standard helmet, and the use of motorcycle accessories.

GENERAL INFORMATION
The Province of Nueva Vizcaya is located in the heart of Northern Luzon. It is geographically located at the southernmost part of Region II and is often referred to as "The Gateway to the vast Cagayan Valley Region. It is bounded on the north by Ifugao, in the northeast by Isabela, east by Quirino, west by Benguet and south by Nueva Ecija.
GETTING THERE
Air-conditioned buses (Baliwag Transit, Victory Liner, etc.) bound for Cagayan Valley pass by the province. For independent motorists, take the North Luzon Expressway and exit at Sta. Rita. Nueva Vizcaya is accessible through the Cagayan Valley Road (Daang Maharlika) and is about 268 km north of Metro Manila (approximately 6 hours of travel by land).
GETTING AROUND
Buses and public utility jeepneys ply the routes around the province. Tricycles are numerous in every town. Van/Car rental services are available with rates depending on the type of vehicles used and the distance traveled.

LGUS FORMULATE ENFORCEMENT PLAN, ASSURES BETTER SWM IMPLEMENTATION

The local government units in the province recently convened in a workshop to formulate their comprehensive Solid Waste Management enforcement plans.

Participated by eight LGUs namely Ambaguio, Dupax Sur, Villaverde, Sta Fe, Kasibu, Kayapa, Alfonso Castañeda and Diadi, the three-day workshop enabled SWM implementers to enhance their enforcement plan as integrated in their 10-year SWM plan. 

According to Forester Delia Agunoy, these LGUs, after completing their 10-year plans, were confronted with issues on how to enforce the provisions of the said plans.  And with the assistance of the ECOGOV, the said workshop was initiated.

Selected employees of the provincial government will be having a writeshop to formulate the Capitol Compound Zoning Master Plan.

In line with Special Order issued by Governor Luisa Lloren Cuaresma to create a task force for the said master plan, Provincial Administrator Manuel Tabora ordered PPDC Miguel Jubay to head an eleven-member technical working group with three administrative support staffers to formulate the plan.

The Provincial Government allocated P30,960 for the writeshop to be conducted at the Palaisdaan Resort in Bagabag town on September 24-26.

On January 10 of this year, Cuaresma issued the special order to formulate the said master plan for the whole Capitol compound as desired by the present administration, to provide detailed information including but not limited to the costs, surveys, maps, brochures and other visuals needed, and other necessary activities.

In the said writeshop, data on the compound’s profile, situational analysis, and site development issues and concerns will be discussed prior to the approval of the output by the Governor and to be authorized by an enabling Sangguniang Panlalawigan.

NUEVA VIZCAYA DELEGATION IN THE US

A delegation from the province of Nueva Vizcaya headed by Governor Luisa Lloren-Cuaresma flew to the United States of America on September 1-17 to attend the yearly reunion of the Nueva Vizcaya-USA Association.ania

This came after the association invited Governor Luisa Lloren Cuaresma and party. Last year’s visitor to the same place was Congressman Carlos Padilla.

According to Acting Provincial Administrator Manuel Tabora, the purpose of the visit is to strengthen ties between our local officials and Novo Vizcayanos in America to become partners in the development of the province.

Tabora said the association can be one source of funding for programs in social services.
