Governor Luisa Lloren Cuaresma recently signed the provincial budget call for fiscal year 2009 setting the guidelines and procedures in the preparation of budget proposals of the different provincial government departments.
On July 17, the Governor signed the letter setting the sectoral ceilings of services in accordance with the outcome of the assessment for financial and physical accomplishment.
The Internal Revenue Allotment for 2008 in the amount of P461,772,455.00 will be used as the indicative IRA level for 2009 which shall address programs and goals such as strengthening of the budget allocation and control systems, focus resources towards a comprehensive poverty reduction strategy, and provide adequate infrastructure support to economic, environment and social sectors.
In the said budget call, Cuaresma sought to pursue reforms and measure to alleviate standard of living through the provision of affordable basic needs and commodities, to provide income for the unemployed through livelihood projects, to promote quality health services, and to streamline and fast-track procurement process equitably to all government procurements.
Cuaresma reiterated that the indicative budget ceiling of each department shall be “need and performance based” and in conjunction with the physical and financial performance of the department.
“This may however be adjusted based on the department’s demonstrative absorptive capacity in relation to its outputs, hence, the office may set their funding priorities subject to adequate justifications,” Cuaresma said.#genaro b. basilio (GO-PAIAD)
