“Several complaints have been reaching my office of alleged abuses and human rights violations committed by this foreign company and I can not allow this to happen to my constituents, especially when self worth is treaded on right inside our own territory. With the murder of Captain Baguilat, I want to assure my constituents in Didipio that your Governor will not leave a single stone unturned and will do all within her authority to give justice to the people of Didipio who lost a good leader and especially to the grieving family for the lost of a love one. I share the pains and sorrow of loosing one in the hands of unknown abductors. I know how painful it is as I experienced the same when my husband, Boyie, was abducted and mercilessly killed in cold blood. Cuaresma further said that her only concern is the social and financial interest of Didipio and the province as a whole. “I am not against mining, I am only skeptical that promises of infrastructure, livelihood, reforestation, employment are all pretenses. We are deprived of the development they promised but could not give. Look whose roads are being improved? Our neighboring province of Quirino is the beneficiary of infrastructure and commerce We are lured by false promises”. When asked about the quarry tax , Cuaresma said “what we are asking from OceanaGold is only a ‘speck in the dust’. Tons of gold and other mineral deposits worth billions of dollars will be extracted from our soil, yet they can not share a small portion representing their quarry tax to the local government when they know the biggest slice of it will go back to the development of Didipio”.
